Bulgaria Ethnic Turks Leader Faces Court over Embezzlement Allegations

Bulgaria's Supreme Administrative Court will be approached over conflict of interests allegations against ethnic Turkish leader Ahmed Dogan, a parliamentary body decided on Friday.

Ahmed Dogan has been involved in large-scale political corruption schemes, has breached the conflict of interests provisions and has served private interests, says the report that the parliamentary commission for corruption fight and conflict of interests approved and will send to the supreme court.

"I am ready to be held responsible if my actions help to bring to justice those who have committed atrocities. The truth is that Ahmed Dogan has been bossing the show for twenty years already," the chairman of the commission Dimo Gyaurov from the right-wing Blue Coalition, commented.

Dogan, leader of the ethnic Turkish party Movement for Rights and Freedoms (DPS), which was a member of the former three-way government, allegedly pocketed BGN 1,5 M as a consultant of four large-scale hydroelectricity projects, funded by the state - 'Tsankov Kamak', 'Dospat', 'Gorna Arda' and 'Tundzha' Dam.

The scandal erupted in May after a visit of Prime Minister Boyko Borisov to the site of the hydroelectric power plant 'Tsankov Kamak', where he revealed that a huge hike in the initial price has been discovered.

The money for the hydro power plant "Tsankov Kamak", from where Dogan took the sky-high payment as an "expert", were paid by the state-owned National Electricity Distribution Company, left in tatters after the ruling of the previous cabinet.

The parliamentary commission for corruption fight and conflict of interests convened on Friday a day after its meeting failed as two of its members surprisingly did not show up, triggering rumours of behind-the-scene moves aimed to rescue Ahmed Dogan.

In a bid to disperse the suspicions Prime Minister Boyko Borisov demanded that the commission convenes urgently and deliver its ruling on Friday.

The new center-right government of Bulgaria was elected on an anti-corruption mandate last July and on the promise to bring to justice those involved in huge-scale corruption schemes.

The latest embezzlement allegations against Ahmed Dogan have been widely considered to be a litmus test for the government's willingness to do so in practice.

If found guilty, Dogan faces a fine from BGN 1000 to BGN 3000. The supreme court may also deprive him of the payment that he received as an expert.

Bulgaria's Trade Deficit Halves in 2009 Y/Y

Bulgaria had a trade deficit of BGN 10.1 B in 2009, according to final data released Friday by the National Statistical Institute.

Thus, the country's trade deficit in 2009 was twice smaller than it was in 2008 when it reached almost BGN 20 B. After subtracting the expenditures for transport and insurance of imported goods, Bulgaria's 2009 trade deficit goes down to BGN 8.5 B.

In 2009, Bulgaria exported goods and services worth BGN 22.9 B, a drop of 23.1% year-on-year. In April 2009, Bulgaria registered the steepest export decline - 39.3% - compared with the same month of 2008.

Bulgaria's imports amounted to BGN 33 B in 2009, which is a decrease of 32.7% compared with the 2008 levels.

The biggest monthly year-on-year drop in imports was in June 2009 - 41.2% less than in June 2008.

In 2009, Bulgaria's export declined in almost all sectors as a result of the global economic crisis. The exports of fuel and oils dropped by almost 40%. The greatest decline in imports was of machines (39%), materials (40%), and oils (38%).

Bulgaria's export to the EU states declined by 16.7% in 2009 year-on-year, and amounted to BGN 14.9 B. Over 75% of that went to Germany, Greece, Italy, Romania, Belgium, and France. There is a substantial percentage increase in the Bulgarian exports to Luxembourg and Portugal.

Bulgaria's import from the other EU member states dropped by 29% in 2009 amounting to BGN 19.8 B. The greatest drop was registered in the imports from Sweden, Luxembourg, and Belgium. The imports from Italy, Austria, Romania, and Germany. Only the imports from Malta, Portugal, and Estonia.

Overall, Bulgaria had a negative trade balance with the EU stats of BGN 4.9 B in 2009.

In 2009, Bulgaria's export to third countries declined by 32.6% compared with 2008, and amounted to BGN 8 B. Its major non-EU trading partners were Turkey, Serbia, Russia, Macedonia, Singapore, and the USA, with over 52% of the Bulgarian non-EU exports going to these six countries. The only countries to which Bulgaria's export increased substantially were Egypt (125%) and Singapore (17%).

Bulgaria's import from non-EU states in 2009 declined by 38% compared with 2008, and amounted to BGN 13.2 B. Its imports from Bosnia and Herzegovina, Ukraine, and the USA declined by over 45%, while its imports from Kazakhstan, Norway, South Africa, and Saudi Arabia increased.

Bulgaria's trade balance with non-EU countries in 2009 was negative BGN 5.2 B.

Even though in 2009, Bulgaria's trade balance was outrightly negative, the gap between imports and exports started to close largely because of the effects of the global economic crisis which shatter Bulgaria's domestic consumption.

The NSI statistics about the first months of 2010 have shown a slight revival of the Bulgarian export-oriented industries, and a slight improvement of the foreign trade balance. Experts have forecast that Bulgaria will remain with a foreign trade deficit in 2010 but some have expressed hopes the situation might be reversed by the end of 2011.

Bulgaria, EVN Yet to Share Out Stakes in Hydro Project - Min

Bulgaria's economy minister has tried to assuage opposition fears over a deal that granted Austrian utility EVN a majority stake in a hydro project on the Arda river, known as Gorna Arda.

"The stake of state power utility NEK, the other partner in the joint venture, is yet to be decided," Minister Traicho Traikov said at a press conference on Friday.

The statement came in response to accusations by Bulgaria's former prime minister and Socialist leader Sergey Stanishev, who earlier in the day slammed the agreement, saying it was not clear why the energy company EVN was selected without a competition for an investor and constructor of Gorna Arda project.

Earlier this month Austrian utility EVN signed a deal with Bulgaria's state power utility NEK to take a majority stake in the Bulgarian hydropower project. Under the agreement Austrian utility EVN will own a 70% stake, while NEK will hold the remaining 30% in the joint venture.

The Austrian utility will get the stake after a capital increase of the joint venture company of up to EUR 2 M.

"The capital of the company will most probably be increased to BGN 1 B and it will be after this step that a decision on the share-out of stakes between EVN and NEK will be taken," the minister explained.

He added that the Austrian company was selected without a contest because there was no need for such.

"The shares were transferred from the previous partner, Turkey's Ceylan, to EVN," Traikov said.

The agreement for the construction of Gorna Arda hydropower project in southern Bulgaria, between Austria's energy firm EVN and Bulgaria's dominant state power utility NEK was signed during the visit of Prime Minister Boyko Borisov in Vienna in the middle of July.

Austria's Alpine Bau withdrew from the construction of Gorna Arda hydropower project in the middle of May, leaving energy firm EVN, which holds a 67% stake in one of Bulgaria's three power distributors and serves clients in Southwestern Bulgaria, the sole partner of NEK.

At the beginning of September 2009, Bulgaria's new government sealed a letter of approval for the construction of the hydro power project on the Arda river.

This was a requirement for wrapping up of the sale of a 30,1% stake, owned by Turkey's CCG, part of the Ceylan conglomerate, to an Austrian consortium of EVN and Alpine Bau.

The move was made after a trial in the International Court of Arbitration, in which Ceylan Holding filed claims for EUR 75 M against the other member in the joint venture - Bulgaria's National Electric Company NEK, was suspended for three months.

The Turkish company was contracted to implement the project under an electricity-for-infrastructure swap deal Bulgaria and Turkey signed in 1998, during the term of the government of Ivan Kostov. The launch of the hydropower construction was delayed after the Turkish company ran into financial troubles.

The Gorna Arda hydropower project is expected to cost around EUR 500 M, which should be paid by the consortium. It is planned to have an electricity production capacity of 160 MW.

Bulgaria plans to dispatch a 700-strong combat unit to boost its troops in Afghanistan as of 2013 at the latest, the defense minister has announced.

"About 700 Bulgarian troops will be trained to join the military operations of NATO-led International Security Assistance Force (ISAF) in Afghanistan," Minister Anyu Anguelov told reporters on Friday.

In his words the soldiers' training is scheduled to be completed at the end of 2012 at the latest, when they will be able to participate in operations of the international forces following an expected political decision to this effect.

"The training, equipment and armament of the Bulgarian contingent with a view to its new tasks will cost about USD 20 M," Minister Angulov said.

The minister will propose that the government accredits him to hold talks with partner countries, concerning the Bulgarian contingent.

The news about the planned new tasks and mandate of the Bulgarian troops in Afghanistan comes as partner countries are reconsidering the situation and their strategy there.

On Friday the Netherlands said it will end its troop deployment in Afghanistan, often held up as a model for other peace missions. Meanwhile the United States announced plans for a troop surge in Kandahar to reverse the Taliban insurgency's momentum in the region.

At present, the Bulgarian contingents in Afghanistan, numbering 527 troops, are based in three locations - Kabul, Kandahar and Herat. Taliban rocket attacks on the Kandahar base, the outer perimeter of which is guarded by UK soldiers, are very common with up to 400 reported in 2009.

Bulgaria plans to send up to 70 more troops to the NATO-led force in Afghanistan in early September - 10 of the soldiers will be medical personnel based in Kabul and the southern city of Kandahar, and 10 will be instructors for the Afghan army.

The rest will join a Bulgarian unit guarding the airport in Kandahar.

Bulgaria's center-right government, elected last July, initially said it would not be able to provide more forces in Afghanistan due to the economic crisis, but later changed its strategy under pressure from the United States and NATO.
